TRL Training Rescheduled, New SEW Trainings Now Available

Due to competing priorities with the new Secure Employer Website, the Teachers’ Retirement Law events are being rescheduled. For more immediate training support on the Teachers’ Retirement Law, please see our self-guided courses on the Employer Learning Center at training.calstrs.com, or contact [email protected].

Invoices now available in CAP

CalSTRS has transitioned to a new pension administration system. As a result, future invoices will be posted directly in CAP. To ensure you receive timely notifications when invoices are available, opt in for email notification within your CAP account. Once you opt in, you’ll receive an email notification each time a new invoice is posted.

Please complete and save all your work before the start of the maintenance window. While the site may appear accessible at times during this window, do not attempt to use the system as updates and maintenance activities will be in progress and any change made may not be saved.

The Creating a Remittance Advice job aid has been updated effective 09.24.25. To save the details of the remittance advice you must take a screenshot before submission.

Reminder: Enrollments

You will need to create an Enrollment Transaction for employees that have no reporting posted with your organization. Expect this error type to be elevated for your first file in the new system.

You will need to manually transmit these transactions on-screen in SEW. You can do this from the Employment panel, or within the Employee Profile and clicking the Enroll button.

Logging into the new SEW 

SEW registration emails will be sent out to all active contacts on Monday 9/22 at 6:00 PM. These emails will contain a one-time password and a link to the new SEW. Employers will be able to log into the new SEW after receiving the email. If your one-time password expires or you need your password reset, please reach out to your district or county administrator and they will be able to assist.

Training Tips Forum - Sick Leave and Termination Training Second Session Added

We have received an unprecedented number of registered attendees for the upcoming Training Tips Forum - Sick Leave and Termination webinar on Thursday November 20, 2025, at 9:00am. Our webinar license only allows 500 attendees; we currently have more registrants than capacity for attendees. Due to these limitations, we have scheduled a second session in the afternoon from 2:00-3:00 pm. Please use the following link to register for the afternoon session.

The CalSTRS Teachers’ Retirement Board and committee meetings will be held November 12 through November 13, 2025. Unless otherwise specified, meetings will be held at CalSTRS headquarters in West Sacramento. A livestream link will be available on the days of the meetings.

CalSTRS and CalPERS continue to host EAC/SEAC meetings separately. The next CalSTRS session will be held virtually on Wednesday, November 5, 2025, starting at 1:00p.m.

Penalties and Interest for Defined Benefit and Cash Balance Payroll files

In order to support employers during the transition to the new Pension Solution system, CalSTRS will be taking the following action regarding penalties and interest for the Defined Benefit and the Cash Balance payroll files.

Defined Benefit:

  • CalSTRS will waive penalty type 1 for payroll reporting for service periods July and August 2025 if received by November 7, 2025.
  • CalSTRS will waive penalty type 2 for payroll reporting on the July and August files if received by November 7, 2025.

Cash Balance:

  • CalSTRS will waive penalty type 1 for any Cash Balance payroll files with due dates between September 6, 2025, and September 30, 2025, provided that CalSTRS receives the file by October 21,2025.
  • CalSTRS will waive penalty type 2 for any Cash Balance payroll files with due dates between September 6, 2025, and September 30, 2025, provided that CalSTRS receives the file by October 21,2025.

CalSTRS will open a dispute on the employer’s behalf to process the waiver. If CalSTRS determines any other penalty or interest types are impacted by the implementation of the Pension Solution system, CalSTRS will review them on a case-by-case basis.

Two New Teachers' Retirement Law Courses Now Available!

The Class of Employees computer-based training and Benefit Structures computer-based training are now available under Teachers' Retirement Law Trainings. These courses also include related laws and other materials to better assist learners with the topics. As these are new courses you will be prompted to enroll with a black "enroll me" button, but once the button is clicked you will have access to the materials.

An updated version of Service Credit Purchase Request Job Aid has been posted. This document provides a description of the Account Receivable type, a list of the leave types that require employer approval, common reasons a Service Credit Purchase Request would be rejected and the step-by-step processes for an employer to approve Service Credit Purchase Requests.

A new job aid on Purchasable Service Credit Records was also added. This document provides a description of how to create a purchasable service credit record in the Secure Employer Website.

An updated version of the Creditable Service Job Aid has been posted. The document provides information about what constitutes creditable service for the CalSTRS Defined Benefit Program and Cash Balance Benefit Program pursuant to Education Code sections 22119.5 and 26113, respectively. References to other Education Code (EDC) sections are provided where applicable. The board has the final authority to determine whether activities not specified in law are creditable service.
